Add a growing monthly fee to the contract for hires companies don't report
Founder believes cheating is rare; no numbers

What they did
Had a startup-savvy lawyer (found via online reviews) draft the placement contract in Japanese for ~$1,000; Eric self-translated an English version. Contract includes an increasing monthly percentage fee for each month a new hire goes unreported. Combined with fair pricing so companies have little incentive to cheat.
What happened
Eric believes cheating is rare because the relationship is worth more than one fee
This shipped together with other changes, so the result can't be credited to this alone.
